Buying Time

While I remain highly skeptical of the efficacy of diplomatic efforts to end Iran's nuclear weapons program, this would indicate there is more time for these efforts to produce this result if it's true.

Bottom line up front (BLUF): Your skepticism is probably accurate.

Diplomatic efforts are definitely preferable to other options, such as economic or military pressures. Unfortunately, requests by 6 western powers to some uranium-producing countries fall short in precluding Iran from obtaining more yellowcake. The Times article completely misses the wildcard: Russia. It also fails to mention South Africa's position; they were Iran's original supplier of yellowcake.

Without Russia's agreement to withhold yellowcake from Iran, the whole effort is moot. The "little" countries need to know Russia won't fill the void they left under western pressure. Otherwise, next time they'll be more reluctant to "miss the sale".
